DG Analytical Services

Democracy International offers recognized technical expertise across a full range of democracy and governance analytical services, including assessments, evaluations, program designs, survey research, and applied DG research. We provide DG analytical services in all four DG subfields—elections and political processes, civil society, governance, and the rule of law—in emerging democracies, semiauthoritarian countries, postconflict societies, and failed and failing states. DI has assessed prospects for democracy, identified opportunities and priorities for democracy assistance, designed specific democracy and governance programs, and evaluated existing programs.

As a small business holder of a USAID indefinite quantity contract for Democracy and Governance Analytical Services since 2004, Democracy International has had a unique opportunity among small businesses to conduct DG analytical projects for the Agency. We have been very successful in winning competitive task orders against larger organizations and effectively carrying out the resulting analytical projects.

DI offers seasoned experience in assessments and strategy development for DG issues. We conduct general DG assessments in accordance with USAID’s DG Assessment Framework as well as sectoral assessments in rule of law, elections and political processes, civil society, decentralization and local government, legislative strengthening, anticorruption, and human rights. We support “managing for results” through development and implementation of M&E plans, as in our programs in Indonesia and Timor-Leste. We also have the capacity to design projects across all DG subject areas. Likewise, we conduct evaluations of programs in the areas of the rule of law, elections, political parties, civil society, civic education, local government and decentralization, legislative strengthening, and anticorruption, among other topics.

Based on experience and study, we have a sophisticated understanding of evaluation methodologies, including impact evaluation, and we have the experience and networks to conduct evaluations of the full range of DG programs. DI also has the capacity to conduct studies of democracy assistance issues, including desk studies and literature reviews as well as comprehensive investigations involving extensive field work.
