BANGLADESHBANGLADESH

At the behest of USAID, Democracy International has begun activities for its Democratic Participation and Reform project. This project is designed to work with the Bangladeshi political parties as well as individual women and young people to help the parties and their constituents better communicate across the country.

Middle East

DI will conduct a series of surveys, designed to serve as the basis for impact evaluations of USG DG programming, in Egypt, Morocco and Tunisia, in order to provide a statistically rigorous measure of public opinion to help gauge attitudes and understand popular demand. In each of these countries, DI will conduct a series of surveys to measure changes in public attitudes over time.

RUSSIARUSSIA

DI will conduct an evaluation of select components of an approximately $9.2 million portfolio of U.S. Government-funded electoral and political processes (EPP) programs, including programs related to Russia's parliamentary and presidential elections in December 2011 and March 2012, to help guide future USAID EPP programs and implement policies that understand and respond to citizen attitudes towards democracy.

EL SALVADOREL SALVADOR

In September 2011, the U.S. Agency for International Development (USAID) awarded Democracy International a task order under the Elections and Political Processes IQC to support the upcoming legislative and municipal elections in El Salvador. This project was designed to provide support to the Government of El Salvador in its implementation of recent electoral reforms. Democracy International is providing technical assistance to the Supreme Election Tribunal (TSE) of El Salvador to implement fundamental electoral reforms and prepare for legislative and municipal elections in March 2012. The project’s overarching objectives are to provide technical assistance to the TSE for these elections while helping to build its long-term capacity. DI is also working with the TSE and civil society organizations (CSOs) to conduct a broad voter education campaign focused on voters from vulnerable groups and underserved areas of the country.

RUSSIARUSSIA

DI is conducting a series of public opinion surveys in Russia relating to the recent parliamentary elections, held in December 2011, and the presidential election, scheduled for March 2012. DI’s team is comprised of Professor Theodore Gerber, Professor Graeme Robertson and lead by DI Principal Glenn Cowan. The pre- and post-election surveys collect information on social, political and economic factors that may shape political competition and mass public electoral behavior in the upcoming parliamentary and presidential elections in Russia.

HAITIHAITI

DI conducted a comprehensive performance evaluation of USAID/Haiti’s Limyè ak Organizasyon pou Kolektivite yo Ale Lwen (LOKAL) Program, a local governance program implemented by Tetra Tech ARD from September 2007 to December 2011. The team, composed of Team Leader Bertrand Laurent and Local Governance Expert Dr. Yves-François Pierre, will provide an evaluation of the program’s efforts to establish more effective and transparent local governance and enable local governments to provide basic goods and services to target communities.

MONTENEGROMONTENEGRO

DI Senior Advisor Greg Minjack and Professor Lincoln Mitchell conducted a performance evaluation of the Legislative Strengthening Activity and Political Party Program in Montenegro. Both programs were implemented by the National Democratic Institute (NDI) from 2002 through 2011. DI’s evaluation provided a detailed review of the success of NDI’s activities, which included training, technical assistance, networking, mentoring and targeted grants, in achieving its stated goals and objectives. In addition, DI provided USAID with recommendations for similar programming in the region.

AFGHANISTANAFGHANISTAN

Building on its work on election observation and electoral reform in 2009 and 2010, Democracy International initiated a new program in April 2011: The Afghanistan Electoral Reform & Civic Advocacy Project (AERCA). This program seeks to help to facilitate an Afghan-led electoral reform process specifically to strengthen Afghan democracy through genuine electoral reform and to foster innovations in governance through such electoral reform.

HAITIHAITI

DI Election Administration Expert Dan Murphy served as a member of the Haiti 2011 Post-Election Needs Review/Planning Mission Joint International Team under the general coordination of the United Nations Development Programme (UNDP). The team wrote a joint report that analyzed the Haitian electoral system, documented lessons learned from the 2010/2011 presidential and legislative elections, assessed the capacity of the Provisional Electoral Council to administer future elections, and presented recommendations for international assistance for the 2012 and 2016 elections.

KOSOVOKOSOVO

DI conducted an evaluation of USAID’s Systems for Enforcing Agreements and Decisions (SEAD) Program. Checchi Consulting has implemented this program for USAID since September 2009. The team examined the overall impact of the activities on the target institutions and observed the progress made in achieving the predicted results and objectives. The results of this evaluation will provide feedback to USAID/Kosovo and to Checchi Consulting for the remaining term of the contract, which is expected to end in July 2012. This evaluation was conducted by Keith Henderson and Jon Leeth.
