Project Description

Democracy International provided comprehensive evaluation and performance monitoring services for USAID/Tanzania’s Democracy, Human Rights, and Governance programs from September 2013 to December 2015. After completing a performance evaluation of the Strengthening Transparency, Accountability, and Responsibility (STAR) program in Tanzania, DI’s recommendations were used to strengthen the follow-on Supporting Accountability to Tanzanian Citizens (SATC) program. These recommendations included focusing greater attention from the outset of programming to create sustainable impact by coordinating with other donors, lowering transactional costs, and including concrete monitoring and evaluations systems to track outcomes at the local level. In addition, DI worked with USAID/Tanzania’s DRG team to design and implement a monitoring and evaluation strategy for the SATC program to assess its effectiveness in improving accountability in Tanzania through increased citizen participation, expanded anti-corruption programming, and civil society engagement.
