“Transition Elections as End or Means?  Lessons for Democracy Assistance from Domestic Election Monitoring,” in McMahon and Sinclair, eds., Democratic Institution Performance (Praeger, 2002)

This chapter places domestic election monitoring in the context of the new industry of democracy assistance.  It discusses how domestic monitoring can contribute to elections as both ends (particular events that are either “free and fair” or not) and means (catalysts for the longer-term process of building democratic practices, values and institutions). Through consideration of the monitoring of transition elections in Indonesia in 1999, the chapter considers how the international community might better aid democratization through its support of domestic election monitoring and, by implication, other foreign assistance programs.
