Alina Mutua

Chief of Party

Alina Mutua is the Chief of Party for Democracy International’s Systems to Uphold the Credibility and Constitutionality of Elections in South Sudan (SUCCESS) program. Ms. Mutua is a highly qualified senior manager with more than 20 years of experience managing and overseeing implementation of programs for donor-funded organizations including Grants, Contracts and Cooperative Agreements. Her area of expertise is in operations support including the management of human resources, finance, grants, procurement and logistics with a strong focus on risk management and compliance. She has experience working with major international development organizations in East, central and Southern Africa as well as experience working with US Government contractors.

Over the last two decades, she has efficiently overseen the usage of budgets averaging $10 million per year with funding from the USG and other donors. During her work life, Ms. Mutua has worked on peace, stabilization, education, health, governance, trauma healing and resilience, relief, and development projects among others.

Ms. Mutua has trained and managed numerous grants managers and officers, accountants, project engineers, and project managers, and provided procedural guidance to program staff and sub-grantees to ensure adherence to donor funding and management policies while building their capacities.

Ms. Mutua is knowledgeable about USAID’s acquisitions regulations, skilled at managing program operations and procuring goods and services, and highly experienced in supervising sub-awardee performance to assure the delivery of expected outcomes. She is also a project startup and close-out specialist and has assisted many programs for different organizations in that area.

Prior to joining DI, Ms. Mutua worked with organizations such as World Vision, Action Aid, IOM, Development Alternatives Inc (DAI), Chemonics International, State University of New York (SUNY-CID), Pact Inc, International medical Corps (IMA) where she served in various senior management capacities including Deputy Chief of Party.

Ms. Mutua holds an M.A. in International Business Management from University of Cumbria UK and a bachelor’s degree in law and accounting from the University of London, London School of Economics (LSE). She also studied certified Public Accountancy (CPA) in Kenya.

Ms. Mutua speaks both English and Swahili fluently.
