Project Description

In 2010 Democracy International assessed the capacities and needs of Kosovo’s local governance sector for USAID. DI’s team evaluated the existing policy and legal framework for decentralization, the capacity and transparency of municipal administrations and assemblies, the ability of citizens to participate in local decision-making, and the state of donor coordination. Based on this assessment, the team made recommendations to the USAID/Kosovo mission regarding targeted technical assistance to municipalities, local economic development programs, and assistance to the Central Government of Kosovo. The DI team also created mechanisms to measure the performance of local governments and improve the quality of municipal services.
